Default Fuel Problem

I have a Jdm b16a w/cable tranny in my 91 interga ls
this is my problem when the car has been sitting for a while like more then a few hours the car will only crank the first time I try to start it and not turn over, but the very next time I try it starts, so I thought it was a fuel problem, so I bougth a B&M Fuel pressure guage that mounts on the fuel filter, the next mourning the guage read Zero PSI, Then I tried to start it after which it didnt, as usual I went and looked at the guage and it said 20 PSI, and as usual on the 2nd try the car would start, and at idel it would read 25-30PS I, which i though was a little low. So I realized that I was loosing fuel pressure when it sat, So I bought a B&M Fuel Pressure Regulator we put the in and Im still have that problem we adjusted it and at idel.. Im at 45-50PSI is that correct?, The car really runs better i mean really better but still doesnt hold pressure over night. im going to change my fuel filter and pump next but im running low on cash. But what im asking is am I going about this the right way??, has anybody seen this before?? what should i do?? The car does have the correct ECU
Any help would BE GREAT.

It is not a fuel problem, it is a battery or a starter problem. If it were fuel or spark it would turn over just fine but not run.

All hondas lose fuel pressure after it is turned off.

I changed the both the batery and starter

Check your wires for bad connections, could be a falty ignition switch as well.
