Default FML: No spark or fuel: 93 Si Hatch, OBD2 B18c

Short and sweet scenario, customer brought in a 93 civic si hatch with an obd2 b18c installed, running on an obd1 p72. He said he could only get it to start by push starting it and that he tried to do a cluster swap and couldn't finish it so he tried to put back to stock and now his cluster doesn't work.

My problem is, I cannot get fuel or spark out of this thing. I've tried swapping ecu's, the ecu is getting power, main relay is clicking, all grounds are solid, and the underhood ecu fuse and dash fuse #24 are good, power on both sides with ignition on. I'm absolutely stumped at this point.

Any ideas would be great, thanks.

Sounds dumb i had same issues few weeks ago with a swap but check the fuse on under dash right next the srs fuse in the yellow holder(top right of fuse pannel) should be a 10/15 amp fuse i dont remeber. It is not the srs fuse it is one next to it in same spot

I can tell you there is nothing in cluster that cause loss of spark or fuel in cluster harness, those are only out going signals from ecu. By chance any kill switches? Was car an automatic by chance? If so maybe he did not do the jumper correctly "showing" p/n

After spending all day on this he decided to finally tell me the car was stolen at one point and the steering column got busted. It's the stupid ignition switch.
