Exhaust Issues.

Exhaust Issues.
I'm looking at purchasing a 93 Ex coupe with a transplanted jdm b16 + LSD. My only real problem with the car is that the exhaust is deafeningly loud. It currently has a DC 4 to 1 header, racing cat and 2 1/2 inch piping. I'm going to try to make this car emmissions legal (In VA) and I'm wondering what I need to do to achieve this, as well as to tone down the decibels. Can I keep the DC muffler section, and have, I guess Meineke piping closer to 2 1/4in and a stock cat? How much would something like this cost at a muffler shop? Can a 'racing' cat (I have no idea what make.model) ever be quiet and legal? Thanks for any advice you can offer.
On a side note...what should I look for in engine/drive train specifics to make sure it;s a solid swap? I know I need to have a compression check, axle/CV check and some other small things, but what else should I be on the look out for?

Man...good luck trying to make it emissions legal here. I've heard 50/50 stories of just stock JDM motors not passing emmissions. Anyone know for sure?
