ek hatch gsr swap o2 code 41

ek hatch gsr swap o2 code 41
have a cel 41, primary o2 heater malfunction in my 99 ek hatch with my gsr swap.
Just got the swap in and thats the only code its throwing and its making me frustrated because I cant get rid of it.
Fuses are fine, tested the o2 heater by measuring resistance between male prones 3+4 then going from 3->ground and 4-> ground, checks out.
On the harness side I'm getting battery voltage on the black/yellow wire and ground on the black/white, is it supposed to be a power source here?
White wire is for the o2 reading and the green/black is a computer ground...
Thoughts? I'm getting frustrated...if this is the wrong section to post this in then move it to 92-00 forum please.
