Default Which ecu would be better?

I swapped a 99 B16A2 in a 97 honda civic ex. Had the harness fixed running a 98 US spec integra type r ecu. Was told to convert to obd-1 and use a P28 or P30. Which would be better and/or is there another ecu I can use without converting to obd-1.
