Default Do B16A throttle plates no open all the way?.....should i get a new pulley?

i have a B16A crx with a 1990 integra throttle cable. i took off my intake the other day and stepped on the gas all of the way. i noticed that the throttle plate only opened like 80%. is there an easy fix for this? someone told me to get a GSR throttle body. would it be sufficient to just buy a throttle pulley for a different b-series motor? if so, what motor?

thanks guys

Sounds to me like your cable is loose.

no it is as tight as it will go without raising the idle. basically what i need is a larger diameter wheel so that i can open the throttle more with the same amount of cable travel.
