Default D16 swap problems

Hey all - long story short, I'm a dumbass who bought a car from another dumbass.

Currently I have a '97 civic hx which originally came with a d16y5. The guy I bought it from did a head swap to the y8. The car goes... But not too well. It it looks like he did the head swap, popped in a p28 obd2a ecu. He either did a custom splice job OR used an OBD1 harness. I'm missing both the knock sensor and downstream O2 sensor wires as if he was going to swap it to OBD1 and chip the ECU but he bought the wrong ECU for what he was trying to do.

Here are my issues so far

Surging idle (don't want to get into this one because it's pissing me off)

Knock sensor CEL
Both O2 heater core CEL
Runs rich

really looking for advice on which route to go. Preferably the cheapest. Should I grab an OBD2 harness and wire it up, or go OBD1 ECU and forget about the knock sensors and second O2 sensor? Other thing I could do is go for a p2p ECU as that's the correct stock ECU for a d16y8

IF ANYTHING I POSTED WAS INCORRECT PLEASE LET ME KNOW. IVE DONE AMATEUR RESEARCH ON THIS STUFF
