Car doesn't want to run after I get gas?

I recently put a Y8 head on my Y7 block in my 99 civic CX and I am running a P28 with a OBDIIb to OBDI conversion harness and a 99-00 Si wiring harness. I am still trying to figure out why it is not running 100%. I have filled up the tank twice now and when I start the car afterwards it will barely run at all like it lost all fuel pressure or something. It will actaully die if I don't give it gas. After a minute or so of trying to die it will run fine again. Does this have anything to do with the EVAC purge control solenoid possibly? I have been searching but was unable to find an answer yet. Please help if you can. Thanks.
