Icon6 B20 Vtec Help!

I purchased A 1990 CRX with the B20 Vtec swap. I drove the car for two days, then one day I decided to go for a little cruise. I hopped in the car and the car just continuously turns over with no spark throwing CEL 15 Ignition Output Signal. I tried a different distributer and still nothing, Im getting power to it though.
I also tried relays, Checked ecu, And checked all the grounds. The car is currently at another Honda Tech members garage being worked on. I figured I would make a post for further help.
I wanna also throw out there the the wiring throughout the car is a mess! Any suggestions? Would be highly appreciated! Thanks again guys!

To add onto this, I followed the troubleshooting procedure and there's voltage at the dizzy, at the ecu end of the ignitor wires, and tried a new ecu and dizzy to no avail. That's all the Honda service manual says to check/replace.
