Default b18 c1 w/ b16 head running rich ... but no cel

OK, I need help or suggestions
I have b18c1(gsr) with b16 head running rich as f*ck
throws no codes and the cat is still good
I Get 23mpg no matter how i drive (road trip to havasu..all free way or running mountain roads 100% for hours straight in 3rd gear)
i checked the archives but nothing close
I have a p-28 and a chipped p-28 (no difference in mileage)
type -r intake
dc 4-1 headder
type-r cams
b16 throttle body(yes its too small)
gsr trany
runs great , pretty strong
Was wondering if I mabye had the wrong injectors (too big), bad o2 or mabye timing issues
There is fuel allover the back of my car
Friend says sometimes o2 goes bad but not all the way to send a code?

Any suggestions or good techs in San Diego or socal Thanx

This isn't normal, I'd definitely investigate and fix that problem... leaking fuel = bad
You might have a fuel leak which is causing your fuel pressure to be out of range.

do you have your IAT sensor installed into the intake manifold? One of my b16s has an obd2 IM from a 99si and it doesnt have a spot for my 5th gen IAT sensor. So I have it hanging free with the sensor pluged into the harness. It makes my car run pretty rich in the lower rpm bands. I'm also running a chipped p28, so that doesnt help either.

when i said there was fuel all over the back of my car, i ment that the back is really dirty like exaust residue. just to clear that up
Also I did a compression test (perfect) and a half assed leak down test
A friend said the the residue (fuel or oil?) might be a bad valve seat leaking oil
Any one know a good tuner in San Diego. I don't have the time to f*ck with this stuff right now.
