Default B16A2 questions

I have a 00 Civic H/B and am looking into doing a swap. Is the B16A2 SIR2 smog legal for my car in the U.S.? What B16A2 motor can I run that will be smog legal? I know the 99-00 Civic Si motor is smog legal but what about others?
