Any B series header will fit your motor.
No matter what header you use, you will probably need to have your exhaust modified a bit.
This is very cheap to do. Just take it down to midas. It will probably cost you $15-$20.

You can use the cai for a '99 si if you want it to go through the factory hole.

midas sucks!!! they charged me $75 just to free up my two studs for my cat with a torch (i could have done it but we were out of fule in ours) yeah so they made $75 for a 10 min. job It will be more than $15-$20 after they get done

Then go to a different muffler shop.
They arent all that expensive.

Shop around.

from what I've read, jdm itr 4-1 header bolts directly to EK hatch cat-back without the cat. Later on if you get a cat, you can have a muffler shop cut a section of the catback to fit a cat.
