Impossible, unless they made ITR's in 1994.
Block #'s for ALL B18C(1,5) USDM motors:
1997 - 4XXXXX
1998 - 5XXXXX
2000 - 7XXXXX
2001 - 8XXXXX
Here's my 2000 ITR block #:
They didn't even make JDM ITR's in 1994.

You IDIOT!! (said with a Ren voice) The JDM ITR motor is a B18c but has the P73 part numbers. The GSR has the P72 numbers.
just thought i'd point that out.... :D

well, techincally.......
anything on the motor which was made for a b18c will have p72.
anything special for ITR(eg block brace) will have p73. other parts on
the motor which came from other motors such as b18a or b16a/b17a
will be stamped PR4 or PR3/P30/P61
