Icon2 6th Gen - ECU - Security issues / programming

Question for DIY-HONDA-TECHS, how did you solve the ECU security issue??? I have a 98 Accord, converted to 5-speed. I have the ECU from the donor car and wire-harness; all installed, but I'm unable to start my car. I was told it's a security issue; the VINs aren't matching up; car VIN different from what's in the ECU. How can I read and replace the VIN in the ECU, to match the car actual VIN???

And how does it work with a replacement ignition switch from any aftermarket parts store - PepBoys/AutoZone/Advance/O'Rielly's. How are those aftermarket replacement ignition switch & key are able to start the car, without needing to be programmed.
