Default Turbo VTEC Problem

I'm running an fully-built H22A4 motor in my '98 Prelude with the stock ECU. I'm only running 10 pounds of boost, but after 5000 rpm my power and torque fall flat. I using the Rev Hard Turbo Kit and a SAFC2 (and no CAT) for now but is there a solution for my problem without getting an engine management? And my idle is horrible. Thanks for the help.

Have you been on a dyno? Have you used a wideband? Do you have a device to pull timing for boost?

More info needed. Give a list of all your mods as well as your dyno and information such as idle fuel pressure....
