Running on low compression?

Running on low compression?
-How would you car run if it had a sleeved block, new rods and pistons, with a 9:1 compression ratio--but NO TURBO (yet)??? Would it run? -well enough for an daily driver 'til money for a turbo comes in (lets say about 6 months)?
