Default Heating Problem

My girlfriend has a 95 prelude and we have been having some troubles with it since getting the timing belt changed. The guy that did the timing belt was an idiot and we had to fix a bunch of things he didn't do right. The car mostly starts overheating while at idle and then will go back to normal after a few minutes. I was thinking that maybe the gauge was just off since it would change back and forth quickly but it smells hot when it does it. My dad and I changed the Thermostat but it still does it. The fan does work as I can make it come on with the AC. However I read that it is supposed to come on at 1/2 temp on the guage and it isn't doing that. I'm thinking maybe a sensor or fan switch? Any ideas?
