Default H22a1 idle problems

I've got a 94 vtec prelude, at about 113k miles. Its having this problem where it will rev from about 1k to about 2800 rpms when it first starts up. It will do it for about a minute or 2 and then quit. But will occasionaly do it when i come to a stop after driving for a bit. It also has a habit of just sticking at 3k RPMs- sometimes this can be stopped by tapping on the gas pedal quickly one time. This is incredibly annoying as ive been pulled over for it, people try to race me all the time, and it wastes gas.

I've adjusted the TPS as i thought that was the reason it was sticking. Right now its adjusted to about .53 or .54 at close throttle. Does it matter that its not exact? Also at WOT its adjusted to about 4.2 or 4.3- again does it matter that its not exact?
The next thing I did was adjust the throttle cable, it seemed a little bit tight. How do you know when its tensioned correctly? I had my buddy push down on the gas pedal and it goes to WOT when depressed completely. I left a little bit of slack on the line just in case.
I'm not really sure what i should check next- any advice would be greatly appreciated. I've got plenty of time this week to get this fixed so any ideas on what to check next would be appreciated. Thanks in advance.

pcv valve, if that is clogged it will screw with your idles. take it off and shake it, if you hear it clicking it's not clogged.

try changing the tps, or pull off your iacv and clean it out with some carb cleaner
