Default Fusebox question

I was wondering if someone can help me out.

Is it possible to use the empty fuse spaces in the engine compartment fusebox? If so...how easy is it to wire them up? Also, I was wondering what the extra terminal on the fusebox is for...is it fused or not?

Picture: 1 & 3 are the empty fuse spaces I would like to use and 2 is the extra terminal I was taking about above.
