i have a chipped p28, supposed to be chipped for intake, exhaust, header......i plugged it in and car wont run above 4k jus sputters and backfires, plus it wants to idle around 2200rpms..... could it be the ecu? or did the guy that wired the vtec up in my car mess it up?

i have a 92 lude with JDM h22a, currently i took out the p28 and am running the stock p14 with no vtec, but i need to get this problem first

 

First off does it run fine with the P14? If so then it is probably the P28. Who chipped it?
