Default Wont start but will crank!

Im having a rather odd issue where my ecu and radio are not getting power but the car will still crank over, could this be the ignition assembly in the steering column, or could this be caused by something else?

Start by checking the 15A hood and 10A dash (#14) ECU fuses.

Also check the 10A hood Hazard fuse.

I checked all 3, and they where all fine.

Do the hood fuses have battery voltage with the key OFF? Does the dash fuse have voltage with key in ON(II)?

If so, check the main relay next.
