W/o modding? Nope. The headlights, fenders, front bumper, hood, and front grill are different from 1996-1998 and 1999-'00 models.

correct me if im wrong but wouldnt the hood not work just because of the headlights? i know the fenders and bumper are different but that wouldnt really effect the hood fitment

Yes, the hood has a totally different fitment. I believe its a lil bigger if I am not mistaken. Like mentioned above, you would have to replace: fender, lights and bumper. Hope this helps

Why do people specifically say 99-00 SI front end? All the '99-'00 front ends are the same whether it be a cx hatch or an ex sedan....they are all the same...the only differences are the grills and lip....

Well, maybe he has the grill and front lip to go along with it.

oh and I have another one.....why do people specifically say 99-00 SI tail lights? If it's a '99-'00 coupe then the tail lights are all exactly the same....that's all I have to say b/c I don't want to get banned for pulling this thread too far off topic.....
A '96-'98 CF Hood will not fit on a '99-'00 Civic for the reasons listed above....
