My guess would be out of a wrecked ek that came with a manual steering rack. I have yet to find a place that just sells kits to convert a ps rack to a manual one.

96-2000 civic cx were non-power steering models...
get that rack AND the universal joint that connects the steering column to the rack...because the size of the splines are different from the power steering rack to the non-power rack...
