When i start my car it just turns over.... what could it be?

When i start my car it just turns over.... what could it be?
93 civic and not always but when i start it it will just turn on for a quick second then turn over. doesn't matter if its cold, or warmed up. i might be crazy but when i pop the hood and try n start it i have better luck? any advice for a dummy such as myself? -thanks
