What is needed for SIR bumper conversion on 98
As the title states, I have a 98 hatch that I want to put SIR bumpers on. I only need the bumpers and moldings, correct? I don't need fenders/hood/headlights like a 99-00 conversion?

You are correct. You can also buy the sir-lip, foglights, headlights (city lights) and side markers to complete the jdm looks.
