suspension & wheels/tires
Get some decent shocks/struts and some springs or coilovers. Some cheap strut bars will work just fine, and get some decent sway bars too.
Get some 15" wheels and some good summer tires to go with it.
You may want more power later, but power is nothing without good handling. You'll love your car more with less power and great handling than for example having a turbocharged engine on stock suspension.

you should be a little more specific... what's your price range and what are your goals? in general, I'd say start workin on the suspension.

Suspension is going to be your best bet. Along with brakes if you'd like. If you have drum rears look into getting the rear disc conversion. Maybe a full tuneup as well, with complete flush and everything.

sorry lol, i didnt include coilovers, gsr blades, cf hood, cf tail, front and rear strut bar.
i was looking into a swap, i no where i can get a complete b20 swap for a good price but i dont no where or how to swap a engine.
my goals is to hit maybe low 14s lol

And don't anyone go saying nitrous, this isn't Fast & the Furious. Nitrous ends up costing more than turbocharging or supercharging in the long run because of never-ending bottle refills anyway.
What kind of coilovers do you have? Are they full coilovers or just sleeves. What shocks/struts do you have on the car?
How about tires? I would look into getting some decent tires if you don't already have some. You can get a set of good tires on discounttiredirect.com for $200-300 shipped.
Regardless, I would get some sway bars, and an ASR subframe reinforcement plate.
Energy Suspension motor mount inserts will help too, and they're cheap. Get the set that comes with the rear mount inserts and the two lower torque mount inserts.
Brakes too. Get some Brembo blank rotors and some Hawk HPS pads.

You're not going to get a reliable turbo setup and a tune with $1000.
Tune is going to run ~$400+cost of chipping ECU, which leaves $600 for a complete kit. That's definitely not going to be enough.
To further explain this point, injectors are going to run you minimum $100 (DSM 450's/resistor box). That leaves $500 for fuel pump, turbo, turbo manifold, downpipe, charge piping, intercooler, BOV, oil lines, and gauges. You'll need other stuff too but I don't feel like figuring everything out.
Tune is going to run ~$400+cost of chipping ECU, which leaves $600 for a complete kit. That's definitely not going to be enough.

If you're spending the money on power, you first need to decide what motor you're going with. If a b-series swap is even an option you definetely don't want to go buying parts for you're single cam, and vice versa. You could piece a crappy turbo setup together but it will be just that, crap. I say keep the money for now until you're dead set on which way you want to go, don't just spend it because you got it.

i would pimp the hell out of that d16z6. with the money you would spend on a swap, you could have a nasty little d16. thats the route i plan to go, d16z6 has alot of potential if you put in the work, im pretty sure theres a few threads on here some where that will show you how great that d series motor can be not sure if i helped much im stressed out at the moment but i figured i would throw out my opinion.
