A.) which heat shield

B.) list for me what you've tried: I'll bet I can give you two good answers that you haven't tried yet

my heatshield on my header was so rusted the washer welded to the heat shield snapped before it would budge. In the end I used a bolt cutter to take my head shield off. If your washer snaps, time to get a bolt cutter.

Try holding the washer with a vice grip and use leverage on the bolt? Tried that for a bit, didn't go well (did it after the washer came off). Might work for you if you have a friend hold the vice grip while you rotate AND the washer hasn't snapped off the weld yet. Not a great way IMO, you chance having the force send your friend's hand into part of the engine to mess his hand up. Other than that, no clue.
