Default Weird discovery....

So, I have been having some problems with my idling in my 1994 civic.. I was checking for a vacuum leak when i discovered, there is a belt that appears to be zip tied to the frame of the car.... next to the drive belts or w/e... also a loose bolt near the timing belt cover.... what in the hell could this belt be doing, holding something up? I have only had this car for about 2 weeks.
