Default timing belt skipped some teeth

i have a 92 eg with a d15b. i noticed my car bogging, check timing with gun and found out it was way advanced. my car made like a poping sound at idle so messed around with the dizzy while the car was on, and found that when i retard the dizzy all the way it goes away, and when i advance it it gets worse. so my question is what is the easiest and fastest way to align the crank shaft and camshaft?
BTW i already searched and found nothing

the easiest way? you mean the only way? take off the valve cover, cam cover, and align

quick question. when i loosen the belt and align it do i have to give it a tooth or two of slack for the tensioner or just set it perfect and tighten the tensioner. i really want this done ASAP
