timing and BAR

Default timing and BAR

i have 95 civic with ls motor. to get my emissions down i had my timing belt retarded. after my numbers were a lot better even though the car is a lot slower.
i have two questions:
1) is there any way for the BAR referee to know that this has been changed?
2) do i have to worry about when i drive out 2 hours from where i live to the inspection. can this do any harm to my motor?

anybody know? i know the 1st question is only for people in california who have to deal with the referee but some one has to know the 2nd question.
