Pull it WOT and have it slammed and see where its getting stuck at. If your afraid to mess the with stop screw then i suggest some very fine sand paper (400+ grit) and message the throttle body where its getting stuck at.

400 grit isn't fine at all. its actually very rough. if you wanted fine you'll want like 1000 or 1500 grit for doing this kind of job anyway.

Are the screws for the plate tight?

Don't sand anything...thats a terrible idea.
once in a while, that idle adjust screw may need to be adjusted.
i would say give the screw a half-turn and try it out. Sanding it is kind of a farmer-fix, and do you want to risk sucking in sandpaper grit or thottle body material?
Also, all throttle-bodies have a coating on them, and sanding it down may ruin that coating, causing it to oxidize (rust) possibly in the future.

coating goes away when someone sprays throttle body cleaner or carb cleaner.

and yes sanding is a bad idea but at 1500 grit its only cleaning the surface. they use 1500 grit on clear coats to get it ready for compounding. i was merely correcting someone else who said 400 grit.

I just don't see the "Tech" in sanding.
C'mon guys, there is a proper way to do things.
In all my years of pulling wrenches for a living. I have never done this.
I am not being a douche and talking down to people, i am just simply stating proper research, diagnosis and repair goes a lot further than just removing material because it is in the way. There has to be a reason why the plate sticks. we can all agree on that. So if it is not built up with carbon, and it does it without the cable on (eliminating that) then there must be some repair we can do to fix it. Open any haynes manual or whatever you got and look for an 'idle adjust procedure'.
I can all but guarantee this will alleviate your problems.
IMO, i respect you all, i just hate to see this kind of advice given on a 'Tech' site.

agreed but you gotta agree 1500 grit is alot better then using 400 grit on it. i wasn't saying to use 1500, only not to use 400 :/

So 1500 is the lesser of the two evils???
neither is the best option.
All i am trying to promote here is proper repairs....
that's it. I haven't been on this site for very long, and was hoping it was different because it was called Honda "Tech". i think they should change the name to Honda "quickfix". lol
neways OP good luck. I give up
Proper repairs guys.......thats all i have to say.....sigh

Yes, sanding is a bad idea. Check the throttle plate screws. If they are tight, adjust the stop screw and call it a day.

had the same problem, adjust the stop screw until you can open and let the throttle slam shut without sticking. Then you will most likely have to readjust your idle back to normal.

adjusting set screw on the side will stop sticking. just keep messing wit it until it stops sticking. no need for sanding, it wont mess wit ur idle that much

Adjusting the screw sometimes work and sometimes raises the idle to high to pass smog test in Cali (goes out of the 750 +/- 50rpm). The lightest amount of sanding will not hurt an already caused defect. Its not like his going to sand the whole thing out just the part where it sticks. If it wasnt sticking then it wouldnt have a defect. Both techniques will not hurt the motor at all. Adjusting to much will take it out of spec and sanding to much will do the same.
