Default takes long to warm up. need help!

obd1 b16a II, p30 ecu, in a 93 civic 4dr

here's the situation. when i start up the car on a normal sunny day, the rpm jumps up to 2000 rpm. without doing anything else and leaving it run, the rpm stays up there around 1700-2000 for 10 minutes. the temperature gauge reads cold still, then it would take another 10 minutes to actually get down to 700 rpm. i'm not getting any CEL. i know this is not normal because a friend's b16 starts up at 1500rpm and gradually falls down to 7-9k rpm in some few minutes. what are some things i can do?

it could be because of your thermostat

Two problems, thermostat is stuck open and your fast idle valve needs to be adjusted.

Fast idle is located under the TB and held on with 3 10mm bolts. Remove it and take off the brass plate on the end (two phillips screws). There is a white plunger in there, it turns and you need to screw it back in as far as it will go. You can use two fingers to do that. Reinstall and that will fix your idle problem.
