My car has been idling near 3krpm's on startup on cold mornings. When it gets to operating temp idles fine. My friends civic starts and imediately drops to 700-800 rpms on start up.

 

Dont worry about it...its just warming up.

I would be more concerned about your friend's car. A start up idle of below 1.5k rpms? That's after a cold night, correct? Just don't rev it above 4k til the temp is normal. *Usually 5mins of easy driving on the streets.*
