Default surging

I have a gsr swap in my civic that I recently purchased but it starts surging on occasion. It doesn't do it all the time though. I wanted to see if anyone out there had similiar problems and what did they do to fix it.

why would that make it occassionally surge, and not all the time?

I've learned from experience that timing is usually a good place to start. You should also check the connections at the ICM in the distributor. My 92 ls was doing something similar to what yours is doing (I think.) One wire was loose on a terminal on the ICM, that caused all sorts of problems. My valve timing was also off...
