Steering gear box underneath steering boot cover spinning, did I break it?

Steering gear box underneath steering boot cover spinning, did I break it?
I was trying remove the tie rod ends to install new ones and now the entire arm spins. I have not removed the rubber sterring boot cover yet. The other tie rod does not spin. Anyone know the damage and exactly what will need to be done? I'm at work right now and looking for a remedy before I get home and work on the car.
I believe it's part #20 & #1 that are spinning.

i wish i could help but i'm about to do the same repair. have you had any other problems besides this that i should watch out for and did you use anything to guide you through it.
