Default Starting troubles

I did a search but cannot find the info i'm looking for. I drive a 93 civic dx dd.

2 Days ago my car wouldn't start back up after eating at KFC. It was really hot so i suspected the main relay. I left and came back 4 hours later at night and figured it was cool enough for the car to start; it didn't. When the key switches to ON you can hear the fuel pump and everything in the car would turn on... just nothing when you try and start it. No clicks or anything.

We pushed/rolled started it and i drove it home, so i suspected a bad starter. Replaced the starter AND battery and it still wouldnt start. Checked all fuses, grounds, relays; nothing burnt. I checked the voltage going to my starter and when someone tries to start the car, 7.5V is going to the starter. Isn't it supposed to be 12v?

Has anyone had this problem, and how did they go about fixing it? Is it a bad ignition switch? thanks for reading.
