I recently purchased this car from another owner.

Not that it makes much difference this vehicle was one manufactured in Canada.

I replaced the original starter about 2 months ago and have been forced to start my Civic by crossing, with a screwdriver, the starter motor contact to the solenoid contact thus providing power this way. As probably assumed, I have to have the ignition in the on position to do so in the first place.

It is m/t with the cruise long taken out. I have tested the clutch interlock switch and the ignition switch is receiving its power from the battery(tested as well.) The stock starter did work when the car was first bought and it was determined dead about a month after. When tested in the vehicle, the stock starter was shown to be pulling constant power from battery and showed electric burn out in the wiring.

I have a chilton and have been using it for most of my needs but it does me no good here... I believe it may be the Start Cut Relay or bad wiring...

Any ideas or details I could have over looked would be great. Oh and I can not find the Start Cut Relay so its location would be very very helpful...

you tried putting a jumper across the clutch pedal safety switch? if it starts the switch failed or the rubber stop on your pedal assembly fell apart.
