Starter won't engage

Starter won't engage
With the clutch pedal pressed and the key turn forward to start the starter won't engage. The main power wire to the battery is connected but the signal wire(blk w/white stripe) doesn't have anything(0volts), I back tracked it under the dash and it doesn't have any power there either.
I checked all the fuses and the ones under the hood are good, But the Ign fuse under the dash doesn't have any power going to it. It's not popped.. Just doesn't have any power to it.
Would this be a problem with the ignition switch or the main relay or what?

Grounds are good.. Everything comes on that is suppose to when the key is turned forward. Fuel pump primes and everything... Just no power to the signal wire for the starter
