Default squeaky/clicky steering

the steering wheel on my 96 civic ex seems to click/squeak when i turn it and its cold outside. it only clicks once, and at about the same position in either direction. I can only hear squeaking sometimes near the neutral position. The click/squeaks seem to be coming from near the wheel or column, not the wheels or axles. also it feels a little loose (extra play) when its noisy.

also, I was told my power steering fluid was dirty. Is this a common thing that needs to be changed, can i do it myself, and could this be cuasing the noise? I never changed this on my old car. would it help to syphon the fluid out the resevior and add new fluid without completely draining it?
