smog questions....Stock 93 honda civic CX - california.
So I go to the smog place to get this car smogged...and it fails....
It's bone STock CX motor......it passes at 25mph test...but fails at 15mph....
Any suggestions what I can do?? The catalytic is right in front of the car connecting like a header would.
The NO's were extremely high at the 15mph test.
Please help.

If its a stock motor, make sure you have good plugs, cap, rotor, o2 and a functional catalytic, then pay for a pretest and repost the results.

Sometimes that works, sometimes it doesn't.

If you think it will work, go for it. However, an ounce of prevention is always better than a pound of cure. You're trying to cover up the problem without resolving it. Installing two catalytics doesn't resolve the problem, it just covers it up a little better. I bet you, that if you troubleshoot and find the problem, it will be cheaper to fix the cause, than add another catalytic and still not solve the problem.

NOX = cylinder temperatures. I would take a wild guess and say you have a low speed mis fire causing cylinder temps to rise beyond the limit.

Do you think this could be cured by simply changing cap and rotor....as well as spark plugs?....how about o2 sensor..?

You don't have to change them, remove the spark plugs, cap and rotor and check for wear. O2 sensor should be checked by a mechanically inclined person.

I am going to try a basic tune up first..(spark plugs...cap/rotor...air filter..and putting a brand new o2 sensor...) and retest to see if this will pass....will keep you posted..
