simple and cheap performance upgrades. preferably not over 1000.
I just got my first Honda. A 96 civic sedan, 5 speed. So as the question states, I want to make it faster. I'm not looking to make it as fast as some of the other cars on here, just something that will give me some more power. So what would be the basic performance mods to have done to my car? I am looking to keep it under 1000 (if that's even possible )

Nothing under a grand except maybe a swap to a B series. Performance and cheap do not go together. You can cheap out and go the eBay route and get the usual bolt-ons but you won't see any power gains.
Maybe you need to define what "more power" is?

With $1000 budget. You can't make it go fast, but you can make it feel like it's going fast.

If you look really hard you can piece together your own turbo kit for around $1000, run 5-7lb of boost and your car will be quite a bit faster. But then you will have to get at least a 2.5" catback exhaust system, and that will be a few hundred dollars more... And don't let people tell you it can't be done, I recently picked up a complete turbo kit for my car for around $75. I just found a guy that really needed money bad haha.

with $1000 you should be able to pick up a nitrous kit, like a 50 shot and still have money to get it tuned.
-$600 for nitrous kit
-$120 chipped p28
-leaves you with $280 to get tuned on something
so you could either look for a used nitrous kit and save money there, or spend a few more bucks out of pocket, either way still around 1k

Not a fan of NoS. Have to keep refilling a bottle is not appealing.

basically, i want some more speed. Any suspension, exterior, etc upgrades do not fall into this budget, that's already budgeted for. So what would be a decent budget for some sort of a significant speed gain?

If your car is a DX or LX, you could do a mini me head swap, Y8 manifold and intake/header/exhaust. That would give you a noticeable bit more power, but it's probably better to save for longer and start off with a swap or turbo build for better power increases.

Anyone have an opinoin on stock fuel system, and ecu running low boost? Is that amount of boost significant enough that the car will run poorly on it? Meaning like 5-6lbs or the lowest you can get in springs. Someone above mentioned 5-7lbs.

If you are running a D-series then just forget any serious power with any bolt-ons. As has been said before, they respond POORLY to bolt-ons and just shift the power band instead of creating any REAL horsepower gains. You MAY get 15-20hp out of it but you'll still be slow. D-series are built for economy/mileage. Boost it or swap it. There's nothing else you'll be satisfied with. I wasn't.
