Good link for the 'DIY', but I would definitely choose your tools wisely....there was alot of panel distortion introduced by that nibler.

Some people mask of their fender and cut it with a dremel. You could also use a drill, or a nibbler, there are a dozen ways to make holes in metal. Just be sure you measure a dozen times and have it exactly right. Be sure you put it in the oem mounting place thereabouts too. it just looks better there.
And again, mask off all of the fender around the part where you're going to cut. The last thing you want to do is scratch up your fender trying to cut holes in it.
You can always cut off, you can never cut on. Better to make the hole a tad too small and have to slowly file the hole a big bigger to get it in and for it to be loose in there.
