would a 99-00 si guage cluster work in my 95 ex ?

NO, get one off the 92-95 SI, its a fifth gen civic. 96 -00 is sixth gen.

No. You'll definitely need to do some wiring and fabrication to make it fit.

The 1992-1995 EX/Si cluster is a direct bolt-in.
