So, yeah, the bottom end of a motor had been hand turned, and the cams/vlavetrain did not turn. I know this because the VC was off. Would that motor be damamged from that?

i think everyone missread the question here.
if you had taken the timing belt off of the motor and hand turned the bottom end, i doubt there would be damage done to anything, there was be ALOT of resistence if there was damage, and hopefully the person turning would have some sort of common sence.
that being said i have done this, without any problems

as you turn the crankshaft, it rotates the timing belt which in turn rotates the camshaft assembly. If the camshaft assembly turned (along with your timing belt and crankshaft), then your valves kept timing and no harm was done to your engine.
If a valve was opened, and you turned the crankshaft without the camshaft assembly moving, the opened valve's cylinder would then proceed to push up and bend the valve. This would only happen with considerable resistance though (as was mentioned before), and trust me.... you'd know if it hit the valve or not.
