Rubbing type noise in front left tire....part cracked/loose w/ grease leaking PICTURE
96 Honda Civic DX
I hear a rubbing coming from my front driver side tire when going about 5-15 mph. At first, I thought it was my brakes needed replacement/rubbing etc but upon removing the tire, I found some rod type part connected to the back inside of the wheel which was loose/separated at a fitting. The brakes are located on the front inside so it's not them. There's some grease coming out (not spewing, but noticeable). I took a picture of the opposite front tire to show what it should look like.

Does anyone know what part this is...I'm relatively clueless as I don't have a manual (I asked advice on a good manual to own in a previous post fyi)

Will the Helms tell me about "tie rods" or is it more of a how to fix/replace/repair tie rods....(I'm looking for more info on what the function of this part is)...any resources are appreciated.
...fyi...I've fixed boats before and have a Electrical Engineering degree so I have a familiarity w/ how auto's work, but still a novice

shouldn't be too hard if your gonna replace it. I dont see anything wrong but a simple fix.
But if your going to replace its a easy fix, just takes time. unbolt, rebolt
