Default rpm problems after head change

After i swapped heads (b16a2 to b16a) i lossed alot of power after 5000 rpms. we checked the timing and its right, but cannot figure what 's wrong. The reason for the switch was due to bad floater arms. any suggestions?

it used to pull hard all the way to 7000. Now it struggles after 5000. you still can hear the vtec open, But don't feel it like it used to. And i failed to mention it is turboed. it happens with both my p73 and chipped p28.
