My '00 civic has a persistent noise from the front side when
i accelerate above 15mph (low hollow whir) ... noise persists in neutral ... latest TSB says that the idle pulley could be changed, however, upon inspection it looks like thats not the cause. Could it be the wheel hub/bearing, rotor, shocks, or alignment?
Only 110k mi; new CV drive's, exhaust system (FP/RP/M), brakes+caliper, sparks, belts, tires, and routine prev. maint.. Couldn't find any loose screws/parts as well .. i'm stumped..

Passenger or driver side?.
Low hollow whir could be any number of spinning parts going out.
Does it doing standing still while in neutral and revving the engine?

No, the noise isn't there stopped at fast idle. Just above 15-20mph. thanks anyway.
My guess is a loose screw or leak somewhere on the exhaust; try there.
