Rim HUB bore too small????
friend of mines is putting some rims on his car, and the hub bore on the rim is too small to fit over the hub center. So hubcentric rings wont work on this, correct? What else can he do besides get the hole machined bigger????

Correct.

He could try using spacers. Make sure the wheel studs are long enough for the lug nuts to have proper thread engagement.
It shouldn't be expensive to have the hubs bored out at a machine shop though, as long as the place has a 3-jaw or 4-jaw lathe that can hold the wheel.
Correct.

Re: Rim HUB bore too small???? (Targa250R)
spacers, rings, and all that stuff will throw your offset way off and your studs may be to short at that point. You may also experiance rubbing. What rims are these? Miata rims by any chance? From other's experiances you can get the centre bored out for 20/rim. Which is not bad. Some people have used a 2-1/4" hole drill bit (the ones you use to but a door **** hole in a door) to bore it out themselves. They claim sucess but I would not recommend it.
Hope it helps,
