revs at 2000rpm when in neutral

revs at 2000rpm when in neutral
i have a 2000 Honda Civic (standard) and when i turn it on, when it's in neutral, it stays revved up to 2000rpm. after a couple minutes it gradually drops to 1000, but it doesn't sound good.
it has 113,000 miles.
please help, as i feel this may be the beginnings of a more serious problem.

um, does that happen when ur warming up ur car ?
do u live somewhere cold ?
every car i had started at up to 2k rpm when cold started
it eventually drops to normal rpms

yeah, i live in CT (UConn) and it's just started to get cold, but it does if for longer than i think is good for it. it never goes down below about 750, regardless of the trip length.
