Default rev limit @3800 while in neutral

This is weird i have been having a crap load of problems with this there is now rev limit while in neutral @3800 but when i go to drive it there isnt one. Im trying to get the car into the smog shop and if i cant rev it high enough they wont test it. Another problem is an obd2 scanner cannot get a signal at all so what should i do about this any recomendations would help

Why the hell would the smog tech need to rev it over 3800 in neutral? CA smogs are done on a "rolling road" so it shouldn't be in neutral.

Is it automatic?

If you have a chipped ecu, they may have installed a 2-step launch.

OBD2 scanner will never work because obd1 doesnt read the same as that. Also is the p30 chipped? If so then your probably hitting a 2 step.

it s a rev limiter used to control launching and is based off of MPH.

at a dead stop you can push the gas pedal to the floor and itll rev to the set rev limiter(for this guy 3800rpm) and it bounces like normal rev limiter. as soon as you let out the clutch, car will rev to its normal rev limiter.

Yeah, it does sound like 2 step launch control...but it also sounds like limp mode...

With all these CEL's hes throwing it's very possible one kicked the car into limp mode.

EDIT:
A 2 stage launch control creates a governor at a lower RPM when you're at a dead stop. This way you can hold the pedal down and only be at a certain RPM - So when you launch, you don't overspin the tires.

It's a trick for drag racing, so your tires bite quickly.

That will never pass smog in CA anyway, so you're screwed. Why didn't the smog shop tell you that? I guess maybe they didn't notice? Anyway, if your car isn't BAR'd for the swap they won't pass it (legally). To get it BAR'd your swap needs to be from a US model of the same or newer year. Since it's a B16a you can try to pass it as an Si. In order to do that though you need to have everything exactly the same as the Si, this means the ECU too.

I suggest you either start looking for a smog "hookup" or start looking at what it will cost to get it all up to regs for the BAR.

EDIT:
I just realized something...you said this ONLY happens in neutral? So it doesn't happen at any other time? (I'm not seeing a problem here). So in other words, you can wind it out to 6000 RPM, and shift, and everything'll be fine, but if you put it into neutral and rev it, it won't rev? What happens when you're rolling (at about 40mph) and slap it into neutral and let the RPM fall all the way back to idle? Can you RPM match, or not go above 3800 RPM?

well call it what it is. rev limiter.

you can still smoke your tires off the line or kill the car depending ont he rev limit selected.

launching with 2 step or not is all about preload.

also there are 2 types of 2 step/launch control.

anti-lag - help build boost on turbo cars but harder on the car

fuel cut- does exactly what it states

Governor refers to speed, like most civics have a 118mph. While a limiter (rev limiter that there talking about) has to do with how high the RPMs can go.

Example of governor your going 118mph in 5th gear @ 5345rpm (you didnt hit your rev limitor which could be somewhere in the 6 - 9 range)

Example of rev limitor: your going from a light and dont pay attention you hit 40mph in 1st gear @ 8210 rpm (you didnt hit a governor you hit a limitor)

They both feel the same but there not. Both can also be disabled which is pretty dumb as well.

You can also contact user hazw8st. He can legally hook you up so you don't have to ever get your car smoged again. I don't know how much it costs though.
